Procurement bureau integrates database with FIRS, CAC, other agencies

The Bureau for Public Procurement (BPP) says it has upgraded its processes and operations by integrating its contractors’ national database with that of the Federal Inland Revenue Service (FIRS), Corporate Affairs Commission (CAC) and other government agencies.

The Director-General of the bureau, Mamman Ahmadu, said this was aimed at fighting corruption by eliminating the use of falsified documents in the procurement bidding process.

The exchange of data between agencies, he said, will also help eradicate the patronage of portfolio companies, prevent companies from providing false claims in their submissions to gain undue competitive advantage.

He said one of such cross-agency interface would be the number of personnel a company claims to employ in a bid to secure a contract, which should match the number making contributions in pension scheme.

Mr Ahmadu, who was speaking at the opening session of a workshop on public procurement processes, said there was need to address challenges in the procurement process to check corruption and reduce the number of abandoned projects in the country.

The capacity building programme was attended by heads of government procurement departments in Ministries, Departments and Agencies, to facilitate the development of new skills to enhance the implementation and performance of the 2018 budget.

As the regulatory agency responsible for the monitoring and oversight of public procurement, Mr Ahmadu said the bureau was putting in place adequate measures to have an efficient procurement system.

One of such measures, he said, was that government would not force bidders to bid for goods and services delivered to government below cost.

To guarantee fairness, Mr Ahmadu said what the bureau can do was to create a very competitive environment in which making excessive profit would be eliminated.
